We are planning to ride from Sedalia to St Charles on September 9th to the 13th. What is the current condition of the trail? Is there flooding and is the surface possible with touring bikes?

The short, easy answers to your questions are:
Fine, No, Yes

The trail drains well, so it should be in good shape, even with the spotty thunderstorms predicted in the coming week.

There have been many discussions about bike types and tire sizes that you can check on this site (use the search on the homepage), but you should be fine with touring bikes.

I have ridden the trail many times on a touring bicycle with 700X35 tires, never had a problem even in very wet times.

Hands down ... the most common bikes I saw on the trail were city/gravel/touring bikes. I just ran it with 38x700 and my wife rode on 32x700. I saw maybe 3-4 mtbs and the same number of recumbants. It rained a few nights and by 9am the trail was dry and dusty by 11am.
