I am looking at the map and it looks like it would be possible to start in Labadie and ride to Windsor via the RIT then switch to the Katy and loop back using a small road detour with a river crossing somewhere near. The question is how passable would this route be as of right now considering I ride a fatbike? Is the RIT even clear? I have only done the Katy never done the RIT. Is there a map showing progress of the trail? Does someone know of a way to get across the river near Labadie?

Not ready for prime time! Not only is the RIT route not completely clear, but there is no gravel bed down, and most importantly, it is still PRIVATE property. Ameren owns the RIT and will not transfer it to the state until late 2017. Then (and only then) will the state start to prepare the trail for cyclists. Realistically, you're looking at short sections being open (hopefully) sometime in 2018.

So, please, do not ride on the unopened portions of the RIT, because it makes the cycling community look bad. The landowners who oppose the trail do not need any more support for their cause.

So hold that though huh?
I was hoping there was a map showing what is finished like the one on= this website with a little legend showing projected completion dates, but was unable to find anything. I was under the impression this was way farther along and only missing the fine gravel layer.

I looked at the map but did not see the legend. Maybe I need to check my eyes because it's there.

At the top, click on "To Rock Island Map". On the Rock Island map, Ray has made the finished portion northwest of Windsor a solid line, and the rest is dotted (incomplete).
