I am hearing about a bridge out or trail damage between Boonville and Hartsburg. Can anyone speak to what the current situation is with trail condition as of Feb 21, 2022. Are there reasonable detours to deal with any trail outages along that section.

I think you're talking about the Salt Creek bridge east of Rocheport. Do a search for Rocheport and bridge, and you'll find info.

Summary
Bridge is out, no super solid date on completion, but they do seem to be working on it.
If the water is low, you can wade the creek at the little road crossing.
Riding highway 40 is ugly.
There are probably viable road detours around highway 40 though.
