Can anyone provide information on the annual trail maintenance for the Trail? Specifically, what are the dates and scope of the maintenance, who is responsible for doing the work, and what kind of maintenance is typically performed on the trail?

The Missouri Department of Natural Resources is in charge of the state parks system. They would be your best contact to answer your park maintenance questions.
