I am considering riding the full length of the Katy Trail next month (Sept). Is the surface hard? Can I use a road bike (1 1/4" x 27" tires) or do I need a dirt bike?

Your tires will be fine. Dirt bike not needed. The trail is crushed limestone with an occasional rut, overall pretty smooth, it's a nice ride, you'll enjoy it.

I agree with Darrell, you will do fine with those tires. I just rode the entire trail last weekend with my cyclocross bike with 32mm tires and had no problems. One caution is there are a number of areas where they are digging trenches on the side of the trail and as a result there is some very loose dirt on the trail. They do an amazing job maintaining the trail but be cautious in those areas.
